One of Rome's problems was that alot of soldiers did not want to fight for the empire, but for their commmander. To solve this problem I would have increased the soldier's pay and have parades or something to show that the empire needs them. This would make them want to fight for them empire. -Roni :p

Since they were fighting for a country that wasn't their own, the loyalty wasn't all there. To solve this problem they should have recruited soldiers from Rome.
the solders were not trustworthy. they were not loyal to their country because they were foriengers. even though they worked for less money, the country should have kept the original army. this way the loyalty would stay strong.

Initiating a draft would simply make the soldiers resent the empire. take for example, the Vietnam War. I would suggest that they do what Roni said. Make the soldiers know that they are needed and appreciated.
